Before the outbreak of World War I, Lublin was growing. However, the Russians, under whose rule the city remained until 1915, opposed the plans to enlarge its territory. In 1915, after the withdrawal of the Russians and the entry of the Austrian Army, social and political life revived. The authorities tried to make the most of this thaw and formally annexed some neighbouring land to the city. The suburbs were not traditional villages. Some of them had buildings typical of a town and garden areas, or housed industrial and craft enterprises. They were used by the inhabitants of Lublin, who complained about the inconvenient communication between the city centre and the suburbs due to natural obstacles such as ravines or river beds.
The administrative consolidation of these areas was carried out by the Austrian Governor-General, Karol Kuk by decree of 15 October 1916, effective from 1 November. The incorporated areas covered an area of 1818.6 hectares. A new map was issued to mark the occasion, which took all the changes into account.
In 1916, with the incorporation of land, Lublin became a large city with an area of 26.91 km², tripling its area. The incorporated districts were Bronowice, Tatary, Kośminek, Za Cukrownią, Wieniawa, Czechów, and Lemszczyzna. The land belonged to the communes of Konopnica, Wólka and Zemborzyce, which were reluctant to give it to Lublin because they feared the loss of tax revenue, and the inhabitants the increase of taxes.
